The Lanzhou And Baiyin Area Water Conservancy Development And Management Of The Qing Dynasty To The Republic Of China

Since ancient times, Lanzhou and Baiyin areas are the important agriculturalproduction areas in western China, where are located in the central region of Gansuprovince in china. The Yellow River is running through the two cities and is flowing tothe east. This special location promoted the formation of several important ferries inLanzhou and Baiyin areas in history and the city was evolved on the basis of it. From theQing Dynasty to the Republic period, the water conservancy in Lanzhou and Baiyin gotdeveloped greatly. In the Han Dynasty, Lanzhou and Baiyin started to develop the waterconservancy and irrigation, dating back more than2000years of history. Qing is a periodof great development of China’s Northwest Agricultural in these areas. The Republicanperiod inherited the early foundation and went into the development of modernization.The water resources development in Lanzhou and Baiyin during the Qing Dynasty to theRepublic period was focused on the A Gan River, Huang Hui canal, Jing Feng canal, LanFeng canal, and Deng Feng canal etc.China’s ancient water conservancy management can be traced back to the Springand Autumn Period, the water managements of Lanzhou and Baiyin are mainly for theissue of water law, the further improvement of water management organizations, theestablishment of water conservation cooperatives. In Republican period, China’s waterconservancy irrigation carried out democratic management, which is a combination ofprofessional management and masses participant in management. That is a modernmanagement style.This thesis selected water development, water management and water dispute inLanzhou and Baiyin as entry points, focused on the development and management ofwater conservancy on the areas during the Qing Dynasty and Republic of China. Inaddition, the paper also studied the carry water tool ‘waterwheel’. Its construction, usage,funds, numbers, irrigation and management issues were researched. According to thewater resource development in Lanzhou and Baiyin, it can be seen that national andregional governments pay attention to the water management. Overall, this thesis reviewsthe water resources development, utilization and management in Lanzhou from the QingDynasty to Republic of China, as well as the situation of water resources and socialdevelopment in Lanzhou. This paper wants to provide a reference for today’s water development and social governance.
