With the improvement of the social productivity and the development of science andtechnology, the economy of China has been developing so fast and the process of city isaccelerating constantly. Because of the increasing population, a lot of city in China face to thelacking of land for construction, rising price, traffic jam and the environmental pollution, thataffected the quality of life of residents. Researching and utilising the underground spaceresources of the city, that can establish a multifunctional and effective tridimensional city, is avery good solution of the problem.This paper starts the research by the basic concept and theory of the underground space.It introduces different variety of underground space, planning principles, planning key pront,land usage right etc. The paper also compares the current situation of the Europe, NorthAmerica, Japan and big city in China, which tell us there are some problem of developingunderground space in our country. We need to solve the problem of singleness function, poorlaw system, backward idea, inconsonant planning and the incompetent management.Thepaper takes example of The WANBO Business District Underground Space ComprehensiveDevelopment Project.The paper analysis detailedly the scale of development, planning control,land use and other aspects by comparing the domestic and international project case andcombining with the theory and policy. It point out how to make a effective management forthe construction of underground space and summarize the key of successful development. Atlast, it give some suggestions for solving the management problems of the development ofunderground space in China.
