Our Country Government Environmental Accountability Studies

With the rapid development economic and social, as the same time, environmental problems are increasingly prominent, the severe environment situation has attracted more and more attention. There are many reasons for the environmental deterioration, Government does not have a very good environmental performance of duties is one of the most important reasons. How to constrain the power of the government through environmental accountability mechanisms, to pursue the government’s responsibility. Enable the Government to effectively fulfill environmental responsibilities are current issues of concern.This paper uses the research methods of literature research 、 comparative approach and systems analysis study of government environmental responsibility system of accountability. The dissertation mainly consists of four parts: First of all, the introduction part focuses on explaining the background and significance of the research, literature review, research methods, innovation and deficiencies possible; Part two, on the basis of clearly clarify the concept of government environmental responsibility and accountability, analysis of the theoretical basis of accountability and study of environmental accountability in the course of development of our country from the diachronic perspective.Part three, from the perspective of pluralism of environmental accountability subject, the hierarchy of accountability object, the extensive range of accountability range, the systemic of accountability responsibility, the nonsingularity of accountability consequences to analyse the characteristics of asymmetric of environmental accountability. The success of environmental accountability is in the asymmetry, which produces many problems even in the asymmetry. At last, this article attempts to learn from the successful experience of the United States and Japan on, from improving laws and regulations, play full role of accountability subject, defining accountability object in detail,unity the accountability responsibility, improving the accountability process to propose solutions.
