Research On The Construction Of Environmental Accountability System For Gansu Provincial Governments

Environmental protection should not only have full environmental awareness as the premise,advanced science and technology as the support,but also have a responsible government to realize all the contents of environmental protection,the government plays an important role in this process.However,the government has not played its due role in environmental protection because of the imperfect law and imperfect system,and the environmental protection of the government is becoming more and more serious.Therefore,establishing and improving the system of environmental accountability is the only way for the common development of environment,economy,society and culture.Laws and regulations have more regulations on the environmental rights of the government,less regulations on the environmental obligations of the government and fewer regulations on the environmental responsibility of the government,and only the principle stipulates that local governments have formulated relevant rules and regulations according to the local environment conditions,but most are the rules and regulations for enterprises and individuals.There are few regulations on the environmental obligations and responsibilities of the government itself,which leads to the local government not only to act as a referee but also to act as an athlete in environmental protection,which leads to the lack of environmental problems.This article introduces four typical cases of environmental pollution in Gansu province.From the case,the status of the environmental responsibility investigation in Gansu provincial government are analyzed,the defects of the government environmental responsibility investigation in the laws and regulations,and analyze the shortcomings of the local environmental responsibility investigation system in Gansu province from the results of the case.At the same time,the article analyzes the regulations of local government environmental responsibility investigation in our country,and combines the typical environmental pollution cases mentioned in this article,and constructs a complete system of environmental responsibility investigation of local government.It is necessary to establish the clearness of the main body of the government's environmental accountability system,the perfection of its procedures,the clarity of its objects and the universality of its scope.Establish a matching system for local governments' environmental accountability.
