The coordination of economic development and ecological environment has become one of the most important problems nagging the social and economic development of our country. The long-term unreasonable development and utilization of resources of Shanxi Province has brought lots of ecological environment problems such as regional soil erosion, deforestation and forest degradation, biodiversity reduction, environmental quality degradation etc.. So it is very urgent to establish an effective ecological protection system to ensure the regional ecological security. Thus, to ensure regional living environment and sustainable economy, it is of great significance to scientifically carry on the study on the management of space identification and different requirements of different ecological protection area, based on the theory of spatial differentiation, the characteristics of regional economic development and the ecological status quo.In the present study, Gaoping city of Shanxi Province was set as the research carrier, and system theory and ecological regionalization theory were adopted. Single factor and integrated factor quantitative model was established according to the characteristics of the regional ecological environment. The geographic information and remote sensing technology were applied for the evaluation of ecological sensitivity the importance of ecosystem services. According to the principle of protection priority to demarcate different areas, the ecological function protection system was established subsequently. The present study focused on the ecological function protection system of the county scale and ecological civilization construction, which has a certain theoretical and practical significance. The main results are as follows:(1) The concept of ecological function protection system was put forward: In this research, based on the theory of ecology and ecological red line, the concept of ecological function protection system was put forward for the first time. Thus the connotation, basic characteristics and category of the ecological function protection system were defined.(2) Ecological function protection system defined method system was formed: A systematic method, combing the delineation of basic data processing, ecological status assessment, ecological importance evaluation and ecological function protection system, was established. GIS, RS and spatial interpolation technology were employed to establish the basic database, the vector of the special protection area and the evaluation of regional ecological environment. In addition, based on the analysis of characteristic elements of screening and the actual situation in the region, the hierarchy index system of ecological importance evaluation was determined, the six single factor and three ecological evaluation of the quantitative model of comprehensive factors were established, and multiple factors comprehensive evaluation method was applied to complete the assessment of the importance of regional ecological. According to the principle of ecological protection, the regional ecological function protection system was defined by the spatial overlay analysis.(3) The present situation of regional ecological environment was analyzed: The regional with special protection value was investigated, which mainly included a scenic spots, a forest park, 10 main reservoirs, 13 centralized water supply sources, 25 cultural relics protection units. The environmental status quo and land use pattern and its change in 2005, 2010 and 2014 were analyzed, respectively. And the environmental status, including low biological diversity, soil erosion and so on, was confirmed.(4) The importance of ecological evaluation was analyzed: The soil erosion sensitivity, importance of water conservation functional, importance of soil and water conservation function and importance of biodiversity conservation were respectively estimated by the evaluation index system and the quantitative evaluation model. The evaluation results were divided into five levels according to the classification criteria. Compared with analyzing land use status, the evaluation results was basically consistent with the actual situation.(5) Ecological function protection system was delineated: Based on the results of ecological importance evaluation, the method of spatial overlay analysis was used for the designation of ecological function protection system of Gaoping city. The total area of ecological red line zone is 320.34 km2, accounted for 33.86% of the city and mainly distributing on the northeastern, the west and central part region of Gaoping city. The total area of ecological yellow line zone is 298.8 km2, accounted for 31.58% of the city and mainly distributing on Mishan town, Chenqu town, Hexi town, Jianning township and Sizhuang town. The total area of ecological green line zone is 326.86 km2, accounted for 34.56% of the city. It distributes on the west and the middle of Gaoping city. The results show that soil and water loss sensitivity is strong of Gaoping city, which is in a good agreement with the ecological environment status quo of Gaoping city.
