Research On The Ecological Function Of Chinese Government From The Perspective Of Ecological Civilization

With the development of modern industry, the ecological environment degrades in a globle scope and even worse, it continues to deteriorate. Facing such a situation, the CPC states the first time in18th national congress that the construction of ecological civilization is of great importance.Hu Jintao’s report delivers clearly the target of building a "beautiful China", and at the same time put the construction of ecological civilization into the idea of "five in one", which manifesting that the CPC deepens his cognition to ecological civilization. As a new form of civilization, ecological civilization is a reflection on the traditional mode of development for the benefit of the harmony of people and the nature. With the further development of economics and the eco-civilization construction, what the government should do and how to do is increasingly attracting the attention of the mass.This paper consists of five parts. First is to be the introduction which brings forward the reason to choose the subject, the current situation of the research at home and abroad, and also the innovation of this paper. The second part will start from the basic conception and theory, and then define the notion and features of eco-environment, eco-civilization and government eco-function. Followed is the conclusion of four major contents of the government eco-function. It helps readers to comprehend the whole text well. In the third part, the paper introduces the government eco-function’s history and status. The thesis demonstrates the general situation of our eco-function by the example of algae bloom in Taihu Lake, from which the paper objectively analyses the reason why our government eco-function weakened. In the fourth part, the thesis proposes some inspirations for our government eco-function based on the summary and analysis of the eco-function practices of foreign country. By the discuss of previous four parts, the last piece will probe from three aspects of concept. System and manipulation into the ways our government should adopt to strengthen its eco-function.
