With the acceleration of economic and social development of our country, the need for industrialization of mineral resources is also growing, and difficult to effectively meet the shortage and scarcity of mineral resources has become the limiting economic and social development of a short board. On the other hand, due to the extensive mode of economic growth, mineral development is facing waste of resources, environmental destruction, and many other issues, economic development and development of mineral resources between the increasingly prominent.In order to effectively alleviate the contradiction between economic development and the development of mineral resources between governments and experts in the development of mineral resources ecological compensation has done a lot of exploration and practice, trying to ease the conflict and find solutions to problems through ecological compensation means.The existing mineral resource development of ecological compensation research, research on ecological compensation system more, but less on research and measurement of the value of mineral resources ecological compensation. Mineral Resource Value Measurement Research,due to its very large factors, the research process, the need for systematic analysis of the influencing factors and mechanisms of influence, especially in the study of ecological compensation standards of measurement of mineral resources, a number of factors that can influence obtain objective results, however, there are some factors of subjective parameters calculation is large, leading to the results of instability and inaccuracy.In this paper, standing scientific concept of development point of view, the measurement value of mineral resources ecological compensation mechanism under the direction of research as an attempt by the relevant theoretical research and model building for the development and utilization of mineral resources on ecological environment were analyzed at the same time, Shandong Zhaoyuan Gold Mine on the village, for example, the use of mathematical models of measurement and assessment of the value of mineral resources ecological compensation standards.This paper chose the "Resource Value Measurement Research of Ecological Compensation Mechanism of Mineral- Shandong Zhaoyuan Gold Mine as an example the village" as a thesis topic. In the research work, the authors found that, although China has issued a mineral resource on ecological compensation laws and regulations, but due to mineral resources development current situation of social stages of development and utilization constraints, laws and regulations in practice executable poor, ecologicalcompensation philosophy can not effectively be applied to the development and utilization of mineral resources in specific areas, the reform of mineral resources and improve the ecological compensation legal system is still a long way to go. Thus, the topic generates research ideas paper. The authors hope the study of this paper, is China’s mineral resources,ecological compensation model construction standards and provide effective theoretical basis.This thesis is divided into six chapters altogether.Chapter 1: Introduction. This section of the paper the background and significance of research progress at home and abroad were introduced topics of research ideas, related basic theories are discussed, divided into the following three parts. The first part briefly introduces the background and significance, and explained the basis of the thesis topic. The second part,in the form of literature review, the theoretical basis of the study, representative research,focusing on research and development and domestic and international trends related research were discussed. The third part of the process of innovation and research papers were introduced, and points out the shortcomings and problems of research exist.Chapter 2: Ecological Compensation for Mineral Resource Value Theory. This section of ecological compensation theories and methods involved in the Institute thesis compared and analyzed for writing papers provide technical support and theoretical basis, divided into two parts. The first part, the basic theory of mineral resources ecological compensation were introduced, including mineral resources, ecological compensation essence and content. The second part, the basic theory of value of mineral resources were introduced, including the value of mineral resources factors, assessment principles and the like.Chapter 3: measured value of mineral resources under ecological compensation mechanism. This section of ecological compensation mechanism and measured value of mineral resources linked to the ecological compensation theory was applied to mineral resource valuation process, divided into the following four parts. The first part, the theoretical basis for valuation of mineral resources were introduced, such as the formation of labor value theory, utility theory of value, the time value of money theory, risk theory; the second part, a variety of mineral resources value measurement methods were introduced, such as mining rent law, the price comparison method. The third part of the ecological compensation value measurement methods were introduced, such as the opportunity cost method, replacement cost method. The fourth part, focusing on cost-benefit analysis method introducedChapter 4: Mineral resource value measurement model of ecological compensation mechanism. The chapter on the basis of cost-benefit analysis based on the full consideration of the direct and indirect losses caused by the development of mineral resources, respectively,to determine the value of the loss of various ecological damage to the environment, on thebasis of the original ecological compensation standard model, add ecological restoration costs,in order to build a more comprehensive and better exploitation of mineral resources ecological compensation standard accounting model, and ultimately determine the econometric model:Chapter 5: Shandong Zhaoyuan Gold Mine on the village of ecological compensation value measurement case study.
