Study On Ecological Compensation For Mineral Resources Exploitation

With the rapid development of the economic society, resources and environmental pressure was doubled. Ecological protection has become one of the top priorities for the current economic and social sustainable development. However, the restraint of industrial development and the policies,which lead to economy is relatively backward generally in ecological protection areas and regions that make a great contribution for ecological protection,in the face of such contributions and the return of discrepancy, it urgency need a new mechanism to solve the problems.In this paper, the typical case is about Xifeng Oilfield in Qingyang City, Gansu Province, it focus on the ecological development of mineral resources compensation, on the basis of previous study and extensive collection of information, sum up the successful experience of the existing problems explained the theory, and put forward the new concept about the ecological compensation. Combined empirical and theoretical, qualitative and quantitative analysis , applied systems analysis of the logical framework, used for reference of environment economics, sociology and study ideas and methods, analyzed and evaluated to standard problems on the exploitation of mineral resources ecological compensation, and put forward Xifeng Oilfield mineral resources compensation standards. At last, it pointed out problems and proposes about exploitation of mineral resources ecological compensation. The text is divided into five parts, including:The first chapter is the introduction, the main explained on the research background, the significance of study, research purposes, content and methods of research, technology and domestic and international present study situation.The second chapter is the new concept of ecological compensation, through analysis advantages and disadvantages of the concept of past ecological compensation, including compensation purposes, the main body of compensation, the subject of compensation, the scope of compensation, a means of compensation, et al, compensation in proposed six parts of the new concept of ecological compensation.The third chapter is mineral resource exploitation of ecological compensation theory, economics and sociology two-part, analyzed the ecological exploitation of mineral resources compensation theoretical foundation and gave a briefing on the exploitation of mineral resources compensation for the ecological assessment methods.The forth chapter is case studies Xifeng Oilfield, Qingyang City, Gansu Province as an example, analyzed the ecological exploitation of mineral resources compensation standards.The fifth chapter, as existing problems exploitation of mineral resources, combining with actual environment condition and legal region situation about exploitation of mineral resources, it pointed out proposes.
