| Nowadays, the research on ecological compensation is the hot field. The paper took the mineral resources as the research subject, and tried to take the research on charge policy of mineral resources for Eco-Compensation as the breakpoint, and then established the Eco-Compensation mechanism far-reaching in such field. This would control the ecology destroy that was brought by mineral resources exploration.The paper summarized the researches and acts on Eco-Compensation in those developed countries and our conditions and also proposed the problems in putting such mechanism into force. With the help of the theories of ecological capital, exterior non-economy, public goods and property right, the paper systematically analyzed the theoretical basement of Eco-Compensation on mineral resources exploration. Based on the character of mineral resources, it established the methods of the charges on Eco-Compensation and how to set the standards of Eco-Compensation that based on the recover cost. Supposed the charge fee was 5% and with the help of input-output model, we analyzed the effects on sectors and the price caused by the charges on the mineral resources exploration. The final result showed that under such charge fees level, the total price raising level was around 0.88% and the society could stand it completely. Meanwhile, the implement of the ecological charge fee would affect the exploration industry greatly (8.28%), and may also bring about effects on metal machining industry (1.10%) and mineral products machining industry(1.09%). Additionally, such policy will affect the architecture industry (0.66%). The research work of this paper could provide us some reference in establishing the Eco-Compensation mechanism in the field of minerals resources.Finally, the paper took the representative coal mineral resources regions that located at the borders of Shanxi, Shannxi and Inner Mongolia Autonomous Region and at Huainan city as the examples, Based on the data collected in the investigation of such places, the paper estimated the Eco-Compensation standards that were suitable to such areas. The results of the examples study showed that the charge fees in the regions of Shanxi, Shaanxi and Inner Mongolia was the rate of 3.1% to 4.2% to the average coal price; and the charge fees in the regions of Huainan city, which represented the area of Teng Yan and the northern and southern parts of Huai He river, was the rate of 3.3% to 3.8% to the average coal price. The charge fees level was under the reasonable range and the companies could totally accepted.In view of the systematical research on charge policy of ecological compensation in mineral resources, the work of this paper could provide us some reference in establishing the Eco-Compensation mechanism in minerals resources field. |
