| Public Security Events have always been the focus of public attention, the rapid economic development is inseparable from a favorable security environment. Through the security protection engineering to ensure the security of city has become inevitable. The Ministry of Public Security canceled the qualification authorization of the inspection agency of the security protection engineering from Jul.l,2015. That means the inspection agency of the security protection engineering set up by the individuals or enterprisescan only pass the certification of provincial level, which led to the thresholds becoming lower and lower. Along with the construction of the social security protection system, the third-party inspection agency of the security protection engineering would join in the market competition, the monopoly condition of the previous governmental inspection has been changed. Ningxia Products Quality Supervision and Inspection Institute, as the only inspection agency of the security protection engineering in Ningxia province, which is now in the transitional period, needs to be active to face new challenges and opportunities. Only satisfying the needs of the customers to the maximum and obtaining their favor can enterprises overcome the competitors, need deep thinking. With the relevant marketing theory and PEST and SWOT analysis tools, this article analyze the influencing factors faced by T Ningxia Products Quality Supervision and Inspection Institute and also put forward some countermeasures and suggestions on how to carry out the marketing strategy. Through the current marketing situation, the writer put forward some suggestions about the target marketing, enterprise orientation and marketing combination strategies, and point out problems that need to be further studied.
