| Following the rapid development of high growth of global population and economic production, national water resources supply and demand contradiction growing, however, human security has been thereaten by the improper utilization of water resources and industrial pollution which has become hurdles of human health and economic and social sustainable development. According to the United Nations"World Water Development Report ", it shows that with nearly 2260 cubic metres of water per person a year in China has been ranked at 128 among 180 countries and regions in the survey and has been listed as one of the 13 water-deficient countries of the United Nations. Meanwhile, the water pollution in China is also serrious. It can be seen that environmental pollution incident and river pollution accident has been increased in recent years. Water pollution not only affects China’s industrial production, enhancing equipment degree of corrosion, and the quality of industrial products, but also delays and even pauses the industrial production process. How to protect the river from pollution, or improve the efficiency of management of river pollution, will help to alleviate the increasingly serious water shortage crisis in our country, to improve the efficiency of industrial production, and to protect the ecological balance and the health of citizens.The study is based on literature research, case studies and comparative research and social survey. The purpose is to analysis the theory of the non-governmental organizations to participate in river pollution control, to discuss the non-governmental organizations participation of the current situation, the necessity and existing problems and to present the solutions. It wll be hoped that can be promoted fully participation of the non-governmental organizations in river pollution control. This article is divided into six sections:The first section describes some theories in order to explain civil social theory and governance theory, market failure, government failure and voluntary failure theory, to discusses the time background and the objective reasons of the non-governmental organizations and to analyse the current status of foreign and domestic non-governmental organizations. The purpose is to highlight the necsssity and the posssibility of the non-governmental organizations to participate in river pollution control.The second section describes the present situation and the mechanism of river pollution control in our country, analysis of existing problems, and finds deficiency of river pollution control in China through the example of dragon river cadmium contamination in guangxi in 2012.The third section is a core part of this article. It pointed out that the advantages and practical difficulties of the non-governmental organizations to participate in river pollution control in China, and discussed the necsssity and the posssibility of the non-governmental organizations to participate in river pollution control.The fourth section is exploration of the third section. According to the problem of the analysis of the non-governmental organizations to participate in river pollution control, the purpose is to improve the non-governmental organizations to participate in the river pollution control countermeasures.At present, the main body in our country in protecting environment and river pollution accident is the government and its functional departments. There are many rasearch results according to academic circles to the government and the market as the main body of river pollution control. However, there is less chance of the non-governmental organizations to participate in the river pollution and the research results is also limited.Therefore, the purpose and significance of this study was:on the one hand, on how to improve the non-governmental organizations to participate in the river pollution countermeasures were discussed; on the other hand, because of the systemic research results less pollution, this paper hopes to make some theoretical contribution to this research through the study of relevant literature. |
