China is one of the countries that has the worst natural disasters. The varioustypes, high frequency and wide distribution of the natural disasters have resulted in alarge scale of losses. From the snow in South to the5.12wen-chuan earthquake, all ofthem have demonstrated the importance of the disaster crisis management. They aregrate challenges for the Chinese government that how to respond to the sudden-onsetnatural disasters, how to control the developments of the disasters in the shortest time,how to reduce losses and safeguard national interests and the long-term credibility.But China’s non-governmental organizations also expose many problems anddifficulties. For China’s non-governmental organizations, they are not onlyOpportunities, but also challenges. With the development of globalization,organizational and informatization, the government monopoly of public affairsmanagement pattern is undergoing profound changes. The complexity of naturaldisasters crisis inevitably requires the government, market and social cooperationwork, in order to successfully meet the challenges of the disaster. As an importantorganizational form of social power, flexibility and professional characteristics ofgrassroots NGO made up for the deficiency of the government in natural disasterrescue, however, at this stage of grassroots ngos participate in is a kind of outside thesystem, the system, credibility, funds, manpower, and there are a lot of binding factorssuch as their own capabilities. Aiming at these problems, based on grassroots ngos toparticipate in disaster relief situation of the specific analysis, and put forward effectivegrassroots NGO participation in disaster relief Suggestions and countermeasures, sothat they can give full play to its positive role in crisis management.In my paper, the main idea is: first, through the analysis of situation ofgrassroots NGOS participating in natural disaster rescue, put forward the severe crisismanagement need diversified main body participation, grassroots NGOS which isirreplaceable important force. Then through to our country the status quo of grassrootsngos participating in natural disaster rescue to conduct a comprehensive analysis ofthe characteristic is pointed out that the role of grassroots NGOS to participate indisaster relief and function, and further analyzes its insufficient in the process ofparticipation. Finally, draw lessons from foreign experience, combined with the actualsituation of our country, put forward to further improve China’s grassroots NGOS toparticipate in the effect of the natural disaster relief methods and countermeasures, so as to give full play to its role in disaster relief.
