The frequency and intensity of extreme weather disasters are further increasing under the influence of global climate change, which have an important impact on the sustainable development of the regional socio-economic development. Recent years in urban area of Hangzhou, waterlogging resulted from typhoon and plum rain floods not only bring a large pressure on urban flood control and drainage, but also pose a potential threat to safety of people’s lives and properties and sustainable socio-economic development. To improve the flood control and drainage capacity of Shangtang River Basin, it is urgently necessary to design the Qibao drainage pumping station expansion project, and make an objective evaluation of their environmental impact in Hangzhou. This work has important practical significance to promote the sustainable development of local society and economy.In this thesis, on the base of summarizing and analyzing the implementation fruits of drainage pump station expansion projects internal and external Zhejiang Province, combined with the actual situation of Qibao drainage pump station in Hangzhou, started from the feasibility of research program, according to the basic procedures of project construction, we studied the related issues of Qibao drainage pump station expansion project design and its environmental impact assessment, mainly from the mandate and size of the project construction, general layout and main buildings, design of construction and organization, soil and water conservation design, and environmental impact of project construction, etc. The main conclusions include as follow:(1) Based on the analysis and calculation of storm floods, drainage modulus, designed tide level, and sediment in Shangtang River Basin, binding analyzed project operation status of the drainage pump station, we determined the drainage scale of Qibao drainage pump station expansion project should be 36 m3/s, machine install should be 3×12 m3/s. Water distribution pump station should have 4 machines with 6 m3/s per one, and water distribution scale reach 24 m3/s. After the construction of the expansion project, total drainage amount reach a scale of 60 m3/s, that will improve the standard of flood control and drainage in urban of Hangzhou.(2) According to industry standards and relevant regulations, we determined the level of drainage pump station and its buildings, flood control(tidal) standards and seismic fortification standards. On the base of project overall layout, we compared and analyzed renew of original electromechanical equipments of water distribution station and machine-install scheme of drainage pump station, and proposed a scheme with 3 machines of 12m3/s per one. We designed each building project from building layout of pump station, hydraulic calculation and basic stability analysis, ect. Furthermore, we proposed the Security monitoring requirements for project morph of pump station and erosion and deposition observation.(3) We analyzed construction conditions of the pump station expansion project from natural conditions, traffic situations, and electricity and water supply, etc. And based on this, we planned procedures and methods, and arranged the overall layout and progress of the main projects construction which include intake sump, pump chamber, gravity output sump, pressure effluent box culvert, outlet-river sluice, etc.(4) Based on analysis of soil erosion status of the project area, we analyzed and predicted the project construction disturbance and damage area of soil and water conservation, quantities of abandoned soil, stone and debris, and their impact on soil and water conversation. The result showed that the impact of project construction on soil and water conversation mainly occur during construction, however, soil erosion would not happen after project operation. Against soil erosion during construction, we proposed related prevention and control objectives, programs and regulatory measures.(5) We analyzed and predicted the environmental impacts of noise, waste water discharge, dust emission and solid waste. The result showed that the impacts of project construction on environment can be controlled if implemented effectively environmental protection measurements during construction and operation. Thus, Qibao drainage pumping station expansion project in Hangzhou is feasible.
