| With the increased requirement of petroleum and natural gas for China,China’s long-distance oil and gas pipeline construction is booming.In addition to the construction characteristics of the general construction project,the construction phase of the oil and gas long-distance pipeline project also has the characteristics of great investment,long construction period,large construction work mobility,poor social dependence and etc.These characteristics determine that there are many uncertain factors and security risks exist in the construction of long-distance oil and gas pipeline project.Therefore,in order to complete the construction of long-distance oil and gas pipeline in an effective and safe way,it is necessary to have sufficient knowledge of security risks in construction phase.Based on the theory of construction safety risk of long-distance oil and gas pipelines,this article firstly constructs the theoretical system framework of safety risk management for long-distance oil and gas pipeline construction from the process of oil and gas pipeline construction safety risk management,and establishes a theoretical foundation for safety risk identification,risk analysis,risk assessment and risk response of long-distance oil and gas pipeline construction.Secondly,the risk factors of oil and gas pipeline construction are identified and summarized by literature review,expert interview,questionnaire and risk hierarchy holographic model.Safety risk management identification table is built from the aspects of personnel,equipment,material,technology,environment and management.Safety risk management index system is established by using the theory and method of safety risk management.Thirdly,the construction safety risk assessment model of long-distance oil and gas pipelines is constructed by using the method of safety risk management.The construction project of the east section of the third line of the West-East Gas Pipeline is taken as an example to analyze and verify.The safety risk response measures are provided according to the risk assessment results. |
