Economic Analysis Of Air Pollution In Urumqi

There is serious air pollution for a long time in Urumqi which is the capital city of the Xinjiang. In recent years, The plan of "coal to gas" in the city was implemented and got a good result in treatment with air pollution since the government paid more and more attention to controlling air pollution. The article take the status of air pollution in Urumqi as the research object, calculate the loss of the air pollution in Urumqi, quantify the effectiveness of governance and find out the main sources of pollution since the "coal to gas" plan was implemented.Firstly, based on the data about air pollution and relevant economy in Urumqi, to estimate the economic losses caused by air pollution in Urumqi(2005-2014). The opportunity cost method, the market value method, the modified human capital approach,disease and other methods are employed to calculate the economic losses including building Materials economic losses, clean economic losses,agricultural economic losses,health economic losses. Secondly, the article takes daily economic losses as the economic costs for a good weather, to quantify the effectiveness of air pollution control by simple calculation. Finally, the article discussed the main trend in treatment in Urumqi after “coal to gas” on both micro and macro levels by using descriptive method.Through the study of atmosphere in Urumqi, following conclusions have been drawn:(1) The economic damage was mainly caused by inhalable particles and sulfur dioxide.(2)With the development of economy, the cost of the environment that people paid for is growing, the cost of air pollution people payed for every day from the 4.96 million in 2005 increased to 33.75 million yuan in 2014.(3)In the composition of the total economic loss, health economic losses accounted for the largest proportion, the values of proportion is more than 60%,agricultural economic losses accounted for the smallest proportion, the values of proportion is less than 6%.(4)In three Blue Sky Project of Urumqi, the third Blue Sky Project made a more significant effect, The economic value of Urumqi air pollution control were-9.93 million,-82.70 million, 60.01 million, 119.85 million, 13.56 million, 63.32 million, 188.7 million, 414.24 million, 355.92 million and201.50 million respectively from 2005 to 2014.(5)The inhalable particles mainly comes from the construction of the building, nitrogen dioxide mainly comes from the emissions of vehicles, sulfur dioxide mainly comes from combustion of coal.(6)After the third blue sky projects, The main goal of governance in Urumqi is to reduce dust during construction and reduce motor vehicle emissions.The article gives the following suggestions about controlling air pollution in Urumqi when after complete "coal to gas" plan:(1)For the dust pollution, we should do regular watering, covering raw materials, and should strengthen the vertical landscape development.(2)For vehicle pollution, we should promote the use of clean fuels, give more concerns about the construction of road space,and develop convenient public transportation system, reduce the use of private car.
