Research On The Legal System Of Water Pollution Emergency Management

With the rapid development of China’s economy in recent years, the problem of environmental pollution is also accompanied by the increasing quality of life and has become increasingly unable to avoid, especially like the sudden water pollution, seriously interfere with the steady development of economy and society. Our emergency treatment as the legal system there are many imperfections of sudden water pollution, such as the emergency legal system is not perfect, the lack of coordination between the relevant laws and regulations etc.. Since the Songhua River basin water pollution incidents occurred, perfect the legal system of emergency response to sudden water pollution becomes more and more urgent. The legal system of emergency response to sudden water pollution as the protection of the legal system of prevention and disposal of sudden water pollution incidents, is very important in the disposal of environmental emergencies in the world. Therefore, to study the legal system of emergency response to sudden water pollution in China, whether in theory or in practice, is very important.This paper summarizes the current situation of emergency system in Chinese current water pollution control laws, regulations, rules. On the basis of the analysis of the current emergency disposal problems, find the defects of the water pollution emergency management in legal system. There are many successful foreign experience in emergency management of water pollution, through the summary of the foreign legislative experience sudden water pollution emergency law and the relief system of our country, summarizes the inspiration in the prevention and control of water pollution emergency management legal system. On this basis, give some suggestions to our country’s legal system of prevention and control of water pollution emergency disposal, mainly put forward the improving suggestions from the sound system of environmental information disclosure, the construction of the relief system of pollution compensation diversified aspects, the main innovation points of this paper lies also.
