In this paper, Mainly in Suzhou city environmental pollution accident emergency disposal and environmental risk prevention system research. In recent years, the rapid development of economy in China, environmental pollution accidents are rising, causing people’s life, property losses and serious damage to the ecological system, influence society is stable and safe environment, Suzhou is located in the economically developed areas, environmental security is also very prominent, and how to deal with scientific and timely and effective manner disposed of. is a very interesting study.In this paper, environmental protection and economic construction has achieved some success in Suzhou City in the background, first elaborated the Suzhou city environmental emergency response and prevention of environmental pollution accident and basic theory, and then studied from three aspects:first is to Suzhou city for1513enterprises to carry out the investigation, in the light of the enterprise, distribution the main products, environmental risk unit, emergency response and emergency rescue resources, environment protection target of investigation and statistics, Based on the analysis of the results that six Suzhou city major environmental risk characteristics:one is the main risk of industry is the manufacture of raw chemical materials and chemical transport, two is the highway transportation means, three is most of environmental risk source enterprises around the goal of environmental protection, but matching the environmental risk prevention measures are not perfect enough, four is the enterprise environmental emergency disposal and rescue resources, capability is relatively weak, five is flat terrain and many rivers and lakes, accident easily spread, six is industrial layout unreasonable problems, especially in chemical industrial park construction, leading to environmental risk source of agglomeration degree is more and more high; second is Collect the environmental pollution accident data in Suzhou in2007to2009,analysis the main cause and the existing system the main problems, and puts forward countermeasures; three is through the study of environmental emergency management in developed countries in terms of the advanced experience and mature approach, put forward for the construction of Suzhou city environmental pollution accident emergency disposal and environmental risk prevention system of enlightenment; finally, on the basis of the above analysis is proposed to improve the environment of Suzhou city emergency management and risk prevention capacity, must build a set of scientific, reasonable, high efficient, practical environmental pollution accident emergency disposal and environmental risk prevention system, separately from the legal system of system, operation mechanism, environmental emergency preparedness and security system, environment emergency response system for environment pollution accident, evaluation system, environmental emergency response information system was presented and the construction of.This paper is theory research and to solve practical problems by combining scheme, by means of literature analysis and questionnaire to complete this thesis writing, use unit, library, network literature, books, papers related to data collection, carried on the on-the-spot investigation, collect relevant data, combined with the comprehensive analysis, proposed his point of view.This paper aims to build environmental pollution accident emergency disposal and risk prevention system, strengthen the Suzhou environmental emergency management capacity, improve the environmental risk level, further enhance Suzhou city integrated competition ability of Suzhou City, to ensure environmental safety, promote the Suzhou social, economic and environmental coordinated development, in addition this study for and Suzhou have similar environmental risk characteristics of the city environment security system can also provide a good reference.
