| In recent years,the threat of road emergencies to people’s life safety and property safety is increasingly serious.In the face of frequent emergencies,how to deal with emergencies quickly is an important problem.In order to ensure the timely,efficient and orderly implementation of emergency response work and strengthen the level of emergency response work,how to quickly carry out the emergency response process,timely transport of emergency materials and simulation exercise evaluation are the key to the road emergency response work.Therefore,it is very important to explore efficient spatial decision-making scheme,road emergency disposal system and emergency disposal evaluation mechanism for rapid and effective response to road emergencies.In order to build an appropriate emergency rescue rapid disposal model,it is necessary to quantitatively analyze and scientifically evaluate how to plan each step of emergency disposal to meet the needs of emergency rapid disposal.The main body of emergency spatial decision-making is road emergency.When the emergency does not occur,the accessibility of road network and the emergency response process of road emergency are considered,and the emergency resource allocation is carried out for the areas with insufficient emergency power.In case of emergency,multi resource scheduling should be carried out in time to ensure the scientific and intelligent management of emergency resources.After the end of the emergency disposal,the process should be evaluated in a scientific and effective way,and the emergency disposal process and evaluation system should be built to give full play to the advantages of the emergency system in resource management.The main work of this paper is as followsFirstly,the original emergency data and emergency resource data are processed.Based on the analysis of its spatial distribution characteristics,combined with the special plan of road emergencies in Beijing,the emergency response model of road emergencies is established.In the road emergency drill,the related research is carried out from two aspects of emergency disposal process and evaluation.Secondly,we study the allocation of emergency resources before the occurrence of an emergency and the scheduling of multiple emergency resources after the occurrence of an emergency.Emergency resource allocation is carried out from two aspects of system auxiliary location and establishment of coordinate buffer.In the multi emergency resource scheduling,the Hungarian algorithm combined with the shortest space-time distance is used to analyze the road network accessibility of emergency resource points,and the optimal allocation of emergency resources is carrie d out considering the resource ownership and limit distance.Then,after the emergency disposal is completed,the emergency disposal evaluation is carried out.The evaluation factors of Beijing road emergency plan were screened,the multi factor and multi-level index evaluation system of 5 first level evaluation factors and 17 second level evaluation factors was constructed,and the fuzzy evaluation factor comment set was determined.The fuzzy comprehensive evaluation method is used for evaluation and analysis,and the nlsa operator and nlwa operator are used to improve the fuzzy comprehensive evaluation method to eliminate the influence that the results fail to depict the differences of experts in group decision-making.After the end of the emergency drill,the evaluation of the road traffic emergency drill is realized.Finally,the emergency spatial decision-making and disposal evaluation system of transportation industry is designed,which includes post checking module,video consultation module,road monitoring module,emergency decision-making module,resource and emergency management module,and information briefing module.The system can quickly query the resource information,deal with emergencies,and help decision-makers deal with emergencies quickly in the emergency response process according to the intelligent analysis of emergencies. |
