In recent years,with the steady growth in socio-economic,people’s use of water resources,the extent in the utilization of water resources is aggravating increasingly.But the excessive exploitation of water increase in the water pollution,thus making water environmental function decline.Major events of sudden water pollution occur frequently,which must be a reflection on the course of history.Events of sudden water pollution are different from general pollution,the treatments and disposals applied to which are more difficult and more complicated than the usual ones,what’s worse,once the pollution accident occurs,even to a certain extent,we will be unable to dispose of it.Therefore,we should timely sum up the experience from the environmental emergency events in the water disposals so as to raise the skills in handling of sudden water pollution events.By constructing a burst of Liaohe River basin water environment pollution emergency technical supporting system and the emergency management system,not only can we improve the ability of our province’s environmental emergency response and early warning,but the ability of commanding,what’s more we can also provide the basis to policy makers,thus achieving the aims of fast,scientific and reasonable disposition of water environment pollution emergency contingency event.In an analysis of sudden water pollution events at home and abroad,concluding theirs on-site emergency disposal technology,and under the VB database platform,This article makes an establishment of a supporting system,which can be applied to the surface water in Liaohe River basin water pollution emergencies emergency technical.The main works the author do as follows:Firstly,making a brief discussion on the importance of the construction of emergency disposal system applied to the sudden water pollution events,analyzing the current situation at home and abroad,then identifying the problems at the present stage.Making the reasoning based on the disposals technique applied to the sudden water pollution events,and by learning systems theory related to the supporting system,the article states achievements,that is,in the similar sudden water pollution events,how we can apply networks theory make a better choose from the existing emergency responses.Making an establishment of database on the disposal techniques applied to the sudden water pollution events.Making a comprehensive research on the sudden water pollution events at home and abroad in recent years,analyzing the characteristics of each other,and based on the emergency technical methods and treatment technology applied to the sudden water pollution events.The author build up an emergency case library and technical library.Finally,based on a Microsoft Access,and making Visual Basic 6 as the system foreground development tools,the author make an establishment of supporting system applied to Liaoning province surface water pollution emergencies emergency technical.
