As an important raw material for the rise and continuous development of the industry,oil plays an important role in the national economy.However,in the process of mining,transportation,storage,production and use,there is always a risk of leakage,and the water environment is seriously damaged.Some of these petroleum-based water pollution incidents can be dealt with by conventional methods.Some mature experiences can be used for reference.Some of the incidents are sudden oil spills caused by man-made damage,traffic accidents,oil pipeline ruptures,natural disasters,etc.accident.These emergencies cannot predict early warning and the development of the situation is uncertain,and the disposal can only be carried out around the plan formulated after the incident.Therefore,at present,such incidents are frequent and the disposal effect is not satisfactory.It is necessary to conduct special research on the emergency response to sudden oil-based water pollution incidents.Taking the oil spill incident in Weinan as an example,this paper reveals the problems in the emergency response to the current water pollution incident through the analysis of the sudden oil pollution incident.Based on the problem-driven,the emergency treatment process and case study of sudden oil-based water pollution under the support of the platform were carried out,in order to provide technical support for emergency response to sudden oil-based water pollution.The main research contents and results of the thesis are as follows:(1)Analysis of cases and problems of oil-like sudden water pollution incidents.According to the diesel leakage incident in Weinan City,Shaanxi Province,through the analysis of the event characteristics and the emergency disposal process,the whole process of the event processing was analyzed and analyzed:the blind disposal,the lack of timeliness,the management lag,the plan and the event cannot be docked,etc.At present,the main problems in the emergency disposal of oil-like sudden water pollution incidents.(2)Disposal of petroleum-based sudden water pollution and construction of component libraries.Based on the unpredictable characteristics of "early incidents,this paper starts with the"in-the-spot" disposal,and focuses on the development and packaging of componentization technology by using component technology to deal with the two key supports of "disposal technology" and "disposal experience".Then build a library of emergency response components,integrate the components of different content,and provide support for emergency response Through this componentization method,technical methods or empirical cases that adapt to the current state of affairs can be quickly matched and flexibly invoked in the process of disposal(3)Platform-based emergency disposal process design.On the basis of the research on the"in-the-fact" disposal method,the content of the overall disposal process is organized and planned From the technical basis "emergency management platform" and the method basis "process model",the general process framework of emergency response is designed on the top level,and the process content is refined in stages according to the "pre-event-after-after-the-fact" phase Built specific service application components(4)Example simulation based on the visualization process.Taking the oil spill incident in Weinan as an example,based on the emergency management platform,the process visualization was realized by using information technology,and the information fusion and integrated display of sudden oil-based water pollution incidents were realized through the visualization process Provide decision support and information support,and further demonstrate the advantages of research to reduce the harmful effects of pollutants through horizontal comparison with the effectiveness of traditional program disposal.
