In recent years, accidents which caused by unsafe behaviors of workers in our country enterprise has declined. But, there is a big gap compared with developed countries. In recent years, a investigation shows that worker’s unsafe behavior is the most important aspect which cause major accidents. So the fundamental way of preventing major accidents is controlling the unsafe behaviors of workers. Therefore, this paper will deal with the influence factors of unsafe behaviors of workers in the behavior safety management system. This will help developing the related security policy, controlling the unsafe behaviors of workers and reducing the occurrence of accidents.Behavior-based safety management system is an effective tool which can reduce the occurrence of unsafe behavior in enterprise’s production process. How to effectively control the behavior-based safety management system so as to ensure the staff and production safety is one of the main problems of the behavior-based safety management system. In order to promote the level of enterprise safety management and to research the emerging rules and trends of employee s unsafe behavior in Behavior-based safety management system. This paper first studies the complexities of behavior-based safety management system and the emergent property in it, then analyses how emergent property influences the behavior-based safety management system, and presents some methods in controlling the emergent property of the behavior-based safety management system. A CGP model was built based on the analysis of the unsafe behavior of employees as an emergence phenomenon of complex systems. The software Netlogo was used to show that the manager, employee, organization and environment have an impact on the emerging trends of employee s unsafe behavior. By changing the factors such as environment atmosphere, leadership consciousness, personnel capacity and so on, the CGP model made comparisons between baseline mode and analysis modes.The results show that employee s unsafe behavior influenced by multiple factors is an emerging phenomenon, that there are differences between the factors in onset effect and forces, that safety management capabilities of manager, employee s safety awareness, work environment and safety concept of organization directly or indirectly affects the emerging degree and trend of employee s unsafe behavior. In specific implementation of safety management process, enterprises should pay more attention to the factors which have tremendous influence upon employee s unsafe behavior. Only in this way, can the employee s unsafe behavior be controlled effectively.
