Firstly, according to accident statistics in recent years and existing safety management issues in the field proposed the background, although in recent years the number of accidents and deaths as well as major accidents and the millions of tons of mortality has a significant better, but the security situation is still grim, and the direct cause of these incidents is also hidden several layers of background factors nature of deep-seated reasons behind, that is management deficiencies.
