Low-carbon city has become the world reduce resource and energy consumption, changing the old model of development, seeking city emerging competitive focus. Improve the quality of urbanization, urbanization must take a new urban space carrier for a low carbon economy. Low-carbon urbanization is an important part of the construction of the new town, is to improve the quality of urbanization, to control greenhouse gas emissions is important to achieve paths. At the same time, in the context of climate change, extreme weather events have brought climate risks and vulnerabilities are also increasingly prominent. Therefore, the need for the city to strengthen the adaptive management, to create a low-carbon toughness city.This paper uses panel data estimation method affect the region 1991-2013 in Beijing, Tianjin and Hebei urbanization on carbon emissions to be analyzed, a total is divided into five parts. Firstly, it analyzes the research background and significance, urbanization and the relationship between carbon emissions and conducted a literature review. Secondly, discussing the impact of urbanization on the mechanism of carbon emissions, the use of theory and data analysis of how urbanization affects economic growth, and ultimately affect the evolution of industrial structure upgrading and consumption upgrade carbon emissions. Then it analyzes the status quo of Beijing, Tianjin Hebei area of carbon emissions, the system summarizes the pattern of restructuring in the global economy and C hina’s economic transformation in the background, status and characteristics of Beijing, Tianjin and Hebei regional carbon emissions, and carbon emissions and make a qualitative assessment of future trends.
