Coal is always the leading force of China’s energy consumption, the proportion of coal accounted for 70%. And the sulfur content of coal according to different coal is not identical, coal can form a large number of sulfur dioxide in the process of consumption, this causes serious pollution to the environment. And the damage caused by acid rain is the most serious, for example, the serious deterioration of the ecological system, the damage of agriculture, forestry, animal husbandry and fishery and the threat on human health, which inhibits the development of China’s economic. A large number of sulfur dioxide originated from the domestic power plant. In recent years, the demand for power resources is higher and higher along with the rapid development of China’s economic, we need to add more and more coal-fired power plants, that will produce large amounts of sulfur dioxide, which makes the desulfurization change of coal-fired power plant becoming the trend of the times.This paper first analyzed the present research situation at home and abroad of desulfurization and analyzed the factors affecting the transformation of desulfurization system of No. 7 unit. Secondly, the paper made an evaluation on the evaluation model of four plans and established the evaluation index system from the new equipment, the utilization of old equipment, the power consumption and the investment with the combination of AHP and grey system theory. Finally, according to the modeling mechanism of grey AHP, established 8 indicators judgment matrix using modeling steps and the collected data of indicators. The result shows that the scheme of a transformation of the old tower is the optimum scheme both in the utilization of old equipment and investment. This paper proves the rationality of the selected method, by making the comparison between the method of hierarchical analysis and gray level.
