In 10th Five-Year Plan Period, environmental indicator was the only plan indicator which was not accomplished. Especially, sulfur dioxide (SO2) emission, which is increased by 27.8% compared with 2000, exceeds total emission control target by 7.49 million tons. SO2 pollution has had a serious impact on China's social and economic development. According to planning program of 11th Five-year Plan, the emission of SO2 will be 10% below 2005 by 2010. Meanwhile, the State Environmental Protection Administration of China makes a decision that SO2 total emission of the power industry should be controlled within 10 million tons by 2005. According to the state electric power environmental protection policy in 11th Five-year Plan Period, the nation will support desulfurization industry. Under the guidance of this industrial policy, electricity generation enterprises will intensify desulfurization. How to choose economically feasible and technically reliable flue gas desulfurization (FGD) technologies has become an urgent problem for controlling coal-fired power plants'SO2 emission at present.The mainstream FGD technologies in China are introduced in this paper. Through analysis of these technologies'technical performance and economic performance, the comprehensive technical and economic evaluation index system of FGD for coal-fired power plants was built in consideration of environmental performance, economic performance and technical performance by technical and economic evaluation method.Then, the weights of the evaluation indexes were determined by analytic hierarchy process (AHP) whose principle are judging through comparing between two and assigning by nine scales; meanwhile, these indexes were expressed in white functions. After then, the foundation for a comprehensive evaluation was laid.Finally, based on grey theory, the technical and economic evaluation model of FGD technologies for coal-fired power plants was built making use of grey multi-hierarchy comprehensive evaluation method. And, seven kinds of typical FGD technologies wet limestone technology, simplified wet technology, rotary spray drying absorption technology, seawater FGD, limestone injection into the furnace and activation of calcium oxide (LIFAC), electron beam irradiation (EBA) technology and circulating fluidized bed (CFB) technology were evaluated comprehensively by this model.
