With dwindling onshore oil and gas resources, offshore oil development has become an inevitable trend in social development. However, offshore oil exploration and development involves high risks, and is more technically demanding than onshore oil exploration and development. It is compounded by harsh natural environments at sea, complex seabed geological conditions, and narrow space and highly concentrated personnel and equipment on the offshore platform. Worse still, oil exploration itself involves high production risks, high technology content, numerous uncertainties, and rescue difficulties. Since the development of offshore oil at home and abroad, there have been a number of major or catastrophic accidents causing huge losses to the society, enterprises and individuals with profound lessons. For instance, the US “Deepwater Horizon” drilling rig exploded in 2010, leaving 7 persons seriously injured, 11 persons missing, huge amounts of oil spills, and unprecedented environmental pollution. In China, the “Bohai II” drilling platform capsized in 1979, killing 72 persons(only 2 survived) and causing a direct economic loss of over 20 million RMB; the British Piper Alpha platform exploded in 1988, causing 167 deaths and a total loss of over USD 2 billion. The safety of offshore oil operations is therefore essential to social stability and business development.In this paper, based on the basic theory and professional knowledge on system safety management, we conduct information retrieval, factor analysis, field survey of the research object, and management program design and feasibility study for the collection and processing of Chinese HSE management information. Through analysis and research on advanced HSE system elements and in the light of the HSE management status of the Company, we identify existing weaknesses in the HSE management system and propose appropriate improvement programs. In the program, we should improve the Company’s safety training system and performance appraisal and behavioral incentive system, so as to ensure HSE management that meets the Company’s needs for overseas business development, promote the building of the Company’s safety culture, create a safety atmosphere for a virtuous cycle, and enhance the Company’s competitiveness in the international market.
