Research On Safety Management Of China National Offshore Oil Rig Maintaince

With the increasing land exploration and oil resource reduction,offshore oil resource which account for about 34% of the total global resource,has become the focus of a new round of oil and gas exploration and development.China is implementing the blue ocean strategy.The offshore oil rig is the main basic equipment for offshore oil and gas exploration and development in China.At present,Chinese offshore oil equipment industry is in a new era of rapid development under the continuous rapid development of the offshore oil and gas industry.A large amount of maintenance have been brought about during the aging and equipment upgrading;National laws and regulations require offshore oil rigs to impose mandatory statutory inspection on schedule.Offshore oil rig maintenance is a high technical and difficult project,the potential risk of safety management is not optimistic.How to carry out offshore oil rig inspection or maintenance better,faster and safer under the satisfied quality is a key concern for China National Offshore Oil Corporation Ltd.(CNOOC).This paper firstly introduces CNOOC possess a large number of offshore oil rigs for oil exploration and development.The structure of offshore oil rig is complex,its maintenance is highly risk,worker casualties,fire accidents,equipment accidents,explosion accidents,and production accidents occur frequently,a large number of casualties and property losses.According to the MMEM(Man-Machine-Environment-Management)theory,through the analysis of human,machine,environment and management,it is found ship owners' project management ability is insufficient,the ship repair workers' ability is insufficient,the shipyard workers violate regulations,which are the man reason for the safety accident.The defects of the shipyard equipment is another cause of the accident;the management interface between the ship owner and the shipyard is unclear,the procedures of the offshore oil rigs maintenance project are not standard,and the monitoring process is not standard,which are the management reason for the safety accident.CNOOC takes "zero accident" as a safety management goal,for the human factor,ship owners' specialization,qualified ship repair team,strict regulations,adequate training;strict equipment access system;clear offshore oil rigs maintenance safety management interface,standard offshore oil rigs procedures,strengthen process safety control,form a set of "reproducible" offshore oil rigs maintenance safety management system,prevent major security accidents.
