In order to cope with the global climate warming, many countries have adopted corresponding measures. Forest carbon sink is one of the effective measures. It attracts more and more countries to protect forest because it have a lower cost and absorb a large amount of CO2. The volume cumulative transactions have reach $ 1 billion in global forest carbon trading market and it grew 17% in 2013. The forest carbon sink has great potential. The development of forest carbon sinks in Heilongjiang Province can inject funds to forestry, promote economic development, increase income and improve the ecological environment.In the paper, the author defines the main concept of forest carbon sink, carbon sequestration, as well as carbon sink of forest sustainability, and based on the related theories and methodologies of economics and management, carried on the analysis to the development process of forest carbon sequestration in Heilongjiang province respectively from the angle of policy of forest resources management, project construction and pilot construction, at the same time, find out the main problems existing in the sustainable development of forest carbon sinks in Heilongjiang province. The evaluation method of the qualitative and quantitative Extenics Multiple Criteria Decision Making Method for Evaluating analysis the sustainability of forest carbon sinks in Heilongjiang Province sustainable forest carbon sink. There are some steps for the extension comprehensive evaluation method for the evaluation of forest carbon sinks in Heilongjiang province sustainable process, the first step is to establish the evaluation index system of sustainable development, five factors of Heilongjiang province sustainable forest carbon sink were selected, five factors and specific subdivided into many small factors, and then according to certain scoring rules, experts on sustainability evaluation scored these small factors, finally calculated the sustainability of these five factors; sustainability level is divided into four types: sustainability, sustainable, high sustainable basic sustainable and unsustainable. Based on the analysis of the influence factors of sustainable and comprehensive evaluation of sustainable forest carbon sink in Heilongjiang province of the state, and to find out the key factors of evaluation results of forest carbon sinks in Heilongjiang province development and restricting factors, and according to these factors put forward countermeasures and suggestions, in order to realize the sustainable development of forest carbon sinks in Heilongjiang province.This paper evaluates forest carbon sinks sustainability in Heilongjiang, aim to identify the key factors, strengthen the sustainability development of forest carbon sinks. So that the forest carbon sinks can bring sustainable economic, ecological and social benefits, producing a steady economic, ecological and social value.Through the analysis, the forest resources in Heilongjiang Province continued growth, the local government paid more attention on the development of forest carbon sink and establish the project. The forest carbon sink has the potential in Heilongjiang Province. However, on the whole, the development of forest carbon sinks in Heilongjiang Province is currently only a general sustainability, many factors should be strengthened in the future, such as government support, and companies participated in. The paper suggest that: First, strength macro-control and policy guidance, increase financial input and construct the legal system; the second is building a forest carbon trading market, and the third is to contribute to construct the demonstration projects and provide experience for the development of other parts in China or in the world. At the same time, it should strength the scientific and technological innovation and personnel training.
