Study On The Economic Value Of Forest Carbon Sinks In Yunnan Province From The Perspective Of Collective Forest Tenure Reform

Because of the transformation of our economic development in recent years,for the protection of the ecological environment,energy-saving emission reduction requirements increase,in the international background,the international cooperation in dealing with global warming is also in full swing,so whether it is for their own consideration of sustainable development also is to establish the image of the country's requirements,excessive emissions and take feasible measures of emission reduction controlled drainage on greenhouse gas is urgent,forest carbon emission reduction mechanism as an economic and effective,adaptable and diversified benefits emission reduction mechanism has been adapted by many countries,and the study of forest carbon sequestration has become a hot topic.As a big forestry Province,Yunnan province is rich in forest resources and has great potential for economic development,but for a long time,Yunnan province forestry development is not satisfactory,the broad masses of forest farmers are guarding the "green gold mine",but their lives are still in distress.In order to promote the development of forestry,improve the efficiency of forest resources development,increase farmers' income,since the beginning of 2006,Yunnan province formally promote the reform of collective forest property right system(hereinafter referred to as forest reform),the reform aims at clarifying property rights,contracting households,liberating forestry productivity,and allowing foresters to have the right to operate forest trees and to benefit from them,stimulate forest farmers' active participation in forest resource development and management.As a matter of fruits of forest carbon sequestration of forest,The property right belongs to the forest property right,so the forest property right is clearly defined by the forest reform and the forest property right,The forest carbon sinks the clarity of property rights is the basis to evaluate the economic value of forest carbon sinks,forest carbon sink no clear property rights means that its economic value can not be fully realized,even if the measure of its value is no reference meaning.When summing up the research results of scholars at home and abroad,it is found that there is a lack of research on the relationship between forest reform and forest carbon sequestration,therefore,this paper discusses the relationship between forest reform and forest carbon sequestration,reveals the organic relationship between forest reform and forest carbon sequestration development,and discusses the significance of forest reform for forest carbon sequestration project,the realization of the economic value of forest carbon sequestration plays an active role in promoting forest reform.Based on the analysis of relevant data and the establishment of a reasonable model,the forest carbon storage and its economic value of Yunnan province are calculated.The object of this paper is tree forest,because the tree forest accounts for most of the forest area in Yunnan Province,and the definition of property right is clear.The forest carbon sinks obtained by it can realize economic value through market transactions.This study is based on the economic value of forest carbon sequestration in Yunnan province.By showing the economic value of forest carbon sequestration in Yunnan Province,it can reflect the huge economic benefits of the rich forest resources in Yunnan province.The accounting for related institutions in providing quantitative pricing method of forest carbon sequestration project transaction reference for the provincial government in the launch of the new reform measures,provide the basis for developing forest carbon sequestration resources.The purpose of this study is to hope that Yunnan can rely on its own resource advantages,and make an innovative attempt to use the forest carbon sequestration mechanism to effectively control emissions,strive to develop and summarize the advanced experience in this field,which can not only play an exemplary role in the whole country and even the whole world,but also attract more foreign capital into forestry,promote the level of forestry development,and promote the development of forest resources toward refinement,to ensure that forest resources play their own economic and ecological benefits in a more diversified form,while providing a support program for China's carbon emission reduction efforts.
