Reserch On The Problems Of Sustainable Forestry Carbon Economy Development In Heilongjiang Province

The earth is our homes, and along with the developing of economy and technology, we haveenjoyed superior material conditions and advanced experience of life, but we are also give undergoingenvironmental problems and disasters, which are difficult to estimate. Among them, global warming,which is resulted from large quantities of greenhouse gas emissions, is one of the major environmentalproblems that we currently faced, and severe challenge challenge our mankind faced in the twenty-firstCentury. As the largest terrestrial ecosystem in the world, in addition to the economic, social andenvironmental effects that we know, forest ecosystem plays an extremely important role in mitigatingthe problem of global due to the existence forest carbon-sink function. Sustainable forest carbon sinkeconomy development, however, can reach three goals—economy developmeny, social stability and theenvironment protection at the same time.By reading the domestic and foreign research results of sustainable forest carbon-sink economydevelopment, this paper defined the basic concept of forest carbon-sink economy development, usedsupply and demand theory, externality theory, public goods theory, theory of comparative advantage andsustainable development theory as the theoretical foundations, applied empirical and normative analysishas conducted the research of forest carbon sink economy sustainable development from two aspects oftheory and practice; then, combined it with specific circumstance and current situation of forestcarbon-sink economy development in Heilongjiang province, found problems of sustainable forestcarbon-sink economy development in Heilongjiang province forest carbon sink economy development,among which, forest resource can’t ensure forest carbon-sink economy development, poor concept offorest carbon-sink economy, forest carbon-sink economy development lacks of market mechanism andforest carbon-sink economy development lacks of technology and talents are the most prominentproblems, and severely restrict the sustainable forest carbon-sink economy development in Heilongjiangprovince. By the establishment of the influencing factors model of sustainable forest carbon-sinkeconomy development in Heilongjiang province, the paper found out the key factors in three aspects ofeconomic, social and ecological, then use the AHP, integrated scores from a number of agricultural andforestry economy authoritative experts, analyzed the influencing factors of sustainable forest carbon-sink economy development in Heilongjiang Province, and found that among the three systems ofeconomic, social and ecological, the weight ranking from large to small is social factors (0.6370)>ecological factors (0.2583)> economic factors (0.1047). Utilized the results obtained by the AHPmethod, aimed at the problems of sustainable forest carbon-sink economy development in Heilongjiangprovince, used experience experience of domestic and foreign sustainable forest carbon-sink economydevelopment for reference, the wirter put forward a few suggestions:1. Perfect the participation channelof forest carbon-sink economy;2. Strengthen techonology and talents support of forest carbon-sinkeconomy;3. Improve the awareness of forest carbon-sink economy;4. Strengthen defence of firedisaster and diseases and pests damage;5. Improve law and magagement system;6. Strengtheninternational cooperation.By the research on sustainable forest carbon-sink economy development, the paper put forwardrelated suggestions in favor of sustainable forest carbon sink economy development, providedtheoretical and practical references for the future development of forest carbon-sink in HeilongjiangProvince, and provided references for the forest carbon-sink economy development in other areas, aswell as the beautiful China and ecological civilizaition construction, in order to achieve sustainabledevelopment of economy, society and ecological environment.
