Study On The Land Comprehensive Carrying Capacity Evaluation In Heilongjiang Province

People’s production,life and future development depend on land resources.In recent years,due to the rapid development of society,the acceleration of urbanization and the increasing population,people’s demand for land and the increasing degree of utilization have resulted in soil erosion,land desertification and land.At the same time,the current population and natural resource ownership,food production and ecosystem coexist in harmony.In a word,the comprehensive carrying capacity of regional land should be evaluated reasonably to provide direction for the formulation of reasonable policy strategies,formulate reasonable land use policies for the land sector,and coordinate the economy.The relationship among population,resources and environment will achieve the ultimate goal of sustainable development and benefit mankind.Under the guidance of sustainable development theory,land scarcity theory and other related theories,according to the connotation of land comprehensive carrying capacity,combined with the characteristics of land resources utilization in the study area,this paper constructs a comprehensive evaluation index system of land comprehensive carrying capacity,and understands the current level of regional land comprehensive carrying capacity.In order to provide guidance for the future land use direction of Heilongjiang Province and realize regional sustainable development,measures and countermeasures are put forward to improve the comprehensive carrying capacity of land in Heilongjiang Province by defining obstacle factors in the region and reasonably reducing the index of obstacle factors in the region.The results showed that:The comprehensive carrying capacity of land in the southern and western regions of Heilongjiang Province is higher than that in the northern and Eastern regions.Among them,Harbin is the typical representative of the high-bearing area,whose comprehensive carrying capacity index of land is as high as 55.83;Qiqihar,Daqing and Suihua are the representatives of the high-bearing capacity area,the average index of comprehensive carrying capacity of land in the three areas is 40.29;Jixi,Yichun,Jiamusi,Mudanjiang,Heihe and Daxing’anling are middle-level.The average land comprehensive carrying capacity index of these six regions is 34.62;Hegang City,Shuangyashan and Qitaihe are typical representative of low carrying capacity areas,and the average land comprehensive carrying capacity index of these three regions is 27.58.Based on the comprehensive land carrying capacity of Heilongjiang Province,the analysis of obstacle factors shows that ecological carrying capacity is the main factor hindering the development of high carrying capacity areas and high carrying capacity areas(Harbin,Daqing,Qiqihar,Suihua);economic carrying capacity is the main factor hindering the development of medium carrying capacity areas(Jixi,Yichun,Jiamusi,Peony).The main factors hindering the development of Jiang,Heihe and Daxing’an Mountains,and the carrying capacity of soil and water resources are the main factors hindering the low carrying capacity areas(Hegang City,Shuangyashan and Qitaihe River).On the basis of evaluating the comprehensive carrying capacity of land in Heilongjiang Province,the countermeasures and suggestions for improving the comprehensive carrying capacity of land resources in Heilongjiang Province are put forward,including the following aspects: putting forward the land use policies of different regions in Heilongjiang Province according to the local conditions;harnessing the existing land problems and putting forward the policy of cultivated land protection.We should improve the efficiency of land resources allocation,make rational use of water resources,build a water-saving society,raise people’s awareness of environmental protection and improve the ecological environment.
