At present, China’s environmental protection industry development is facing the biggest problem is the environmental protection industry development dynamics is insufficient, development underpowered stems from the government, enterprises and the public’s environmental pollution power is insufficient, especially polluting enterprises, the reason is that without the social cost of pollution enterprises into the enthusiasm of the private cost. To make pollution enterprises attach importance to environmental protection, general need inside and outside two aspects to promote power.
