Study On The Effect Of Environmental Regulation Tools Of Hog Industry In Heilongjiang Province

National Hog production Development Plan(2016-2020)has identified Heilongjiang Province as a potential growth area for hog breeding.The policy support of all levels of government has made Heilongjiang an important strategic transfer area for "South Hog and North Hogs raising".In order to solve the pollution transfer accompanied by industrial transfer,a large number of environmental regulation policies have been issued by the relevant departments,but the effect of environmental regulation of hog industry in Heilongjiang Province is not ideal,even the phenomenon of "exceeding regulation and pollution" appears.In order to clarify the use effect of environmental regulation tools for hog industry in Heilongjiang Province,countermeasures and suggestions were put forward to improve the pollution control effect of hog industry in Heilongjiang Province.In this paper,the production,pollution and environmental regulation of hog industry in Heilongjiang Province are systematically combed,and on this basis,the theoretical model and empirical model can be used to analyze systematically the effect of environmental regulation tools in hog industry.Based on the economic theories of sustainable development,externality and Coase theorem,this paper classifies the environmental regulation tools of hog industry in Heilongjiang province into command-controlled environmental regulation tools and market-oriented environmental regulation tools.Based on the optimal discharge selection function of pollution enterprises,the mechanism of different types of environmental regulation tools in hog industry is analyzed,and then the advantages and disadvantages of different types of environmental regulation tools are compared with each other.The results show that the command-controlled environmental regulation tools are effective and can adjust the heterogeneous pollutants in a timely manner,while the market-oriented environmental regulation tools have advantages in regulation cost and green technology incentive.Different kinds of environmental regulation tools should be used in the pollution control of hog industry.On the basis of theoretical analysis,combined with the actual situation of pollution and environmental regulation of hog industry in Heilongjiang Province,this paper empirically analyzes the use effect of different types of environmental regulation tools.The results show that the use of environmental regulation tools for hog industry in Heilongjiang Province can play a positive role in pollutant reduction.The effect of command-controlled environmental regulation tool is better than that of market-oriented environmental regulation,and raising the level of green production technology can effectively reduce the pollutant emission from hog industry in Heilongjiang province.Finally,based on the results of theoretical analysis and empirical analysis,from the scientific planning of total pollution,strengthen the command control regulation,promote the innovation of pollution control technology,improve the efficiency of government supervision.Taking into account five aspects of regulation object size,the paper puts forward specific countermeasures and suggestions to improve the environmental regulation effect of hog industry in Heilongjiang Province.
