| Along with the fast economic and social development after the reform and opening-up, deteriorating environmental conditions are becoming a serious problem for humanbeings. With respect to solve this problem Chinese government at different levels makesseveral laws and regulations on environmental protection planning and practice. Focusingon the text of the environmental protection policy from1982to2009collected inEnvironmental Protection Policy Implication Handbook and A Corpus of CommonEnvironmental Protection Regulation: Version2.2, this research makes a systematicclarification and description of Chinese environmental protection policy evolution fromthe prospective of policy introduction and the body of policies and content.This paper summarizes six kinds of public values in the field of environmentalprotection policy by using the method of literature analysis and then defines the six kindsof values. In terms of the environmental protection policy text collected from1982-2009,this paper uses the software of NLPIR for words segmentation and words frequency toresearch the policy values. Based on the statistics of the frequency of key words, thispaper uses a trend line fitting method to value dimension analysis and factor analysis andcomprehensive evaluation model to the time dimension analysis of the environmentalpolicy. From this study we know that Our environmental policy value changes with thetimes, more focus on the economic incentive-based environmental policy; solving thedeteriorating environmental conditions, we should adopt more forward-looking policies.Furthermore, we should pay more attention to the value of planning and objectives;greater emphasis on the value of benefits and ecological value and the value of scienceand technology, using technology to protect people’ basic welfare needs of theenvironment. |
