Quantitative Study Of Three Types Of Provincial Environmental Governance Policies Based On 2007-2015 Data

Environmental problems have been significant factors to limit the sustainable development of Chinese society and economy nowadays.Since different social groups have increased their concerns to environmental problems,the government has made a series of provincial environmental governance policies to deal with different kinds of environmental pollutions and increase the provincial environmental performance.However,there is not any clear and scientific conclusions about whether the settings and implementation of provincial environmental governance policies can really increase the provincial environmental performance in the academia.Therefore,this research hopes to study provincial environmental governance policies and their implementation to fill the research gap.Based on relevant literature and official document texts,this research tries to apply the quantitative method to establish quantitative index system on the basis of open accessed environmental statistical data and analyze making and implementing normal provincial environmental governance policies,economic provincial environmental governance policies and compulsory provincial environmental responsible policies’ influences on the provincial environmental performance from 2007 to 2015.On this basis,this research will also use the panel data model to study how factors,which can affect the implementation of provincial environmental governance policies,in the four aspects of rationality and effectiveness of policy settings,policy resources invested by the government,policy executional abilities and implementing methods affect the provincial environmental performance.The innovation of this research is that it studies provincial environmental governance policies and their implementation from the perspective of public administration and public policy analysis.At the same time,this research combines the making and announcing of environmental governance policies,the implementation of environmental governance policies and environmental performance organically.Besides,this research also puts three major provincial environmental governance policies together into one study to do the comparative analysis.It is the first time to do so in the academia.The major notable results of this research are:(1)The three major provincial environmental governance policies all can have effects on the provincial environmental performance.Compulsory provincial environmental responsible policies have the strongest positive influences on the provincial environmental performance while the positive effects may be delay;Economic provincial environmental governance policies have the second strongest positive influences on the provincial environmental performance.Meanwhile,if those policies cannot be modified or update in time,there would be serious policy loopholes;Normal provincial environmental governance policies have the weakest positive influences on the provincial environmental performance and the influences will be weaker and weaker as time pass by.(2)Factors that can affect the implementation of provincial environmental governance policies also have influences on the provincial environmental performance.Factors in the aspect of rationality and effectiveness of policy settings only have limited influence on the effective implementation of current provincial environmental governance policies and the improvement of the provincial environmental performance;Factors in the aspect of policy resources invested by the government can improve the provincial environmental performance on some extent.However,the government should pay more attention to the detailed areas of the investment;Although factors in the aspect of policy executional abilities can improve the provincial environmental performance obviously,the government should further increase its policy executional abilities;Factors in the aspect of policy implementing methods show that both kinds of policy implementing methods can bring positive influences on the provincial environmental performance if they can be used appropriately.Therefore,ideas and modes of making and implementing provincial environmental governance policies need to keep up with the times and adjust and modify constantly.Firstly,China should accelerate industrial transformation and better promote coordinated economic and environmental development.Secondly,it is necessary to keep improving the setting and modification of provincial environmental governance policies.Thirdly,it is also necessary to further strengthen the implementation of provincial environmental governance policies.Fourthly,provincial administrative units should establish a diversified provincial environmental governance system.
