Government should be liable to delivering a favorable Marine environment to public. The government took the economic development as the most important work, instructed by the basic idea of centering on economic development after the reform and opening-up. The cognitive shortage to marine environment pollutions caused constant destruction to marine environment and critical increase of pollutions. The accelerating impacts from marine environment pollutions to daily-life, triggered public to deepen the cognition and study of marine pollution, and forced the government to enhance the marine pollutions prevention and abatement.Marine pollutions prevention and abatement started from scratch undergone the process from having not been given enough attention to being attached great importance. And the level of the authorities in charge of marine pollutions prevention and abatement also increased. However, marine management was of multi-sectional block management system, different relevant authorities only took charge of a portion of marine pollutions prevention and abatement respectively in accordance with the corresponding jurisdiction and responsibility. Meanwhile, the technical difficulties, the interest conflict, the complex relationship and the record of governance of economic development immersed the authorities in charge in predicament of be in a dilemma.
