Suggestions On Strengthening Environmental Governing Of Marine Processing Industry Of Laoshan District

In recent years, the marine product processing industry of Laoshan District of Qingdao has developed rapidly. However, due to limitations of raw materials and processing techniques, pollution-especially water pollution, resulting from this industry-is getting serious. In order to ensure a successful hosting of the Sailing Regatta of the 2008 Olympics, to deal with such pollution, especially the water pollution, is already high on the agenda.Therefore, according to its own features of marine product processing industry of Laoshan district, on the basic of a field survey and a systematic analysis, using obtained knowledge of environmental protection, planning and management, and combining legislations of the state, this dissertation comes up with feasible and guiding suggestions about strengthening the governing of marine product processing industry with the hope that, according to the result of this dissertation, local governments at different levels will improve the construction of infrastructure of environmental protection, make reasonable policies on governing of environmental protection, reinforce law enforcement of environmental protection, and realize the standardization of environmental governing of marine product processing industry. Meanwhile, the author also wants to see that the marine product processing industries will get highly conscious of the need for environmental protection, willingly respect state legislations on environmental protection, protect the environment, eliminate pollution, and contribute to the improvement of environment quality of Laoshan District.To begin with, the dissertation introduces the current development of marine product processing industry, and then analyzes marine product processing industry and environment governing problems that exist in such industries in terms of the industry itself and governmental behavior. The built-in problem, first of all, is the pollution resulting from its nature, including waste water, waste gas and solid waste, among which water pollution deserves the most attention. As for government, its problems are referred to as"Four Incomplete Functionings", namely incomplete evaluation of regional environmental influence and environmental planning, insufficient relevant infrastructures and incapability of law-enforcing departments. All these issues are reflected in environmental governing of marine product processing industry of Laoshan District.Secondly, by combining processing techniques and features of industrial waste water, this dissertation studies processing industry of waste water produced by marine product processing industry. And also by combining field research and experimental analysis of the construction and running state of processing facilities of industrial waster water , this dissertation creates designs for industrial waste water processing of marine product processing industry.Finally, based on the above-mentioned analysis and study, the dissertation puts forth suggestions on how to strengthen the environmental governing of marine product processing industry of Laoshan District, namely to standardize the area distribution of marine product processing industry, to reinforce construction of relevant infrastructure on the basis of Shazikou Waster Water Treatment Plant, to enforce examination and approval on a environmental protection basis and environmental protection regulations of"All Three Together", to enforce environmental protection regulations on marine product processing industry by strictly investigating and punishing illegal activities, to further strengthen education to raise public and industries'awareness of environmental protection, to take an active part in taking measures to mend the existing pollution, to further comprehensive study and research on environmental protection of marine product processing industry.
