Beijing, as the capital of China, Its profound cultural heritage, unique geographicaladvantages and open-door policies have attracted people from around China and the world.However, with the continuous expanding of its city size the fast growing of its population and theindustry is out of date,.As these reasons Beijing is now plagued by various kinds of "urbandiseases", of which air pollution is the most severe. In recent years, air quality in China has beenconstantly getting worse, and despite of the enormous manpower and material resources investedby the departments of environmental protection at various levels in the treatment of air pollution,the effects are not apparent. Beijing, Tianjin and Hebei Province have become the worst-hit areasby haze.With the issue of Action Plan on Prevention and Control of Air Pollution by the stategovernment, a series of local laws and regulations have been enacted and policy documentspublished in various regions of China. China is also exploring methods for joint prevention andcontrol of regional haze and try to find out the methods of regional governance. However therestill are some puzzle and real problem about the legal system the administration mechanise.On the experience of EU I put forward some personal suggestions on the selection of modesof joint prevention and control of haze pollution in Beijing and on how to construct the modes,some of these methods have innovation significance. Such as researching how to use the regionalregulations and the contracts between the governments to control or prevent the smog pollution ofthis area. As following I give some specific recommendations. First is building the legal system toenhance the work of legislation. Second is improving the administration of government. Third ismaking some laws about the detail of smog joint control. forth is to security the laws enforcement.Fifth is to establish the legal responsibility. as well as the legal system and the building of relativesystems, which I hope could provide beneficial reference and inspiration for the treatment of hazein Beijing.More work should be done in terms of advocating low-carbon lifestyle, popularizingscientific knowledge of environmental protection and increasing public awareness of participationdue to the fact that China is now still in the exploratory stage in joint prevention and control ofhaze and there exists the limitation of laws in protecting and promoting the develop and progressof human society.
