Research On Cooperative Control Of Air Pollution In Shenyang City To Fight Haze

Air pollution is one of the most concerned social problems in China.As the capital city of Liaoning Province,Shenyang is also one of the 74 key cities for air pollution prevention and control in the central part of Liaoning Province and determined by the Ministry of Environmental Protection.In order to solve the problem of air pollution thoroughly,since 2015,Shenyang has carried out a three-year "haze resistance" campaign,through continuous exploration.A feasible and effective cooperative governance mechanism has been initially established and good results have been achieved.Compared with 2015,the number of fine days in Shenyang has increased by more than 20%in 2018 and 51 days in total.This paper takes Shenyang "Haze Resistance" as an example,and discusses it from the perspective of cooperative air pollution control.In order to maximize the mobilization of all sectors of society to actively participate in haze control,it is necessary to innovate and establish a comprehensive management platform for coordinated management and establish a stable and effective working mechanism in order to build a new pattern of coordinated haze control in the new era.It introduces the main body,objectives and achievements of Shenyang’s "anti-haze and hard work" collaborative governance,analyses the relationship between the main bodies of collaborative governance,and meticulous analyses the role played by the main bodies of collaborative governance.It is pointed out that there are some problems in Shenyang’s anti-haze campaign at the present stage,such as the slow progress of collaborative governance,the lack of timely access to effective information between the governance bodies,the lack of close working contacts,and the unsustainable and stable development of collaborative governance.The reasons for the problems in Shenyang’s anti-haze campaign are analyzed in depth.The synergistic governance of "anti-haze and tackling key problems" lacks perfect policy system mechanism,incomplete information disclosure,lack of effective communication and governance platform,excessive administrative governance means,and lack of economic governance means.The last part of the article puts forward the main countermeasures to solve the problems:firstly,to innovate and establish a comprehensive management platform to ensure that the main bodies of collaborative governance can implement the supervision and management work in a unified manner,and to achieve information sharing and resource integration by means of the "Internet+mode";secondly,to establish a long-term mechanism of collaborative governance,with the help of local establishment.Legal,policy-making and economic security measures to ensure the legitimate interests of all parties to coordinate governance,promote the main body of governance to actively carry out collaborative work;finally,through improving public supervision,strengthening Advisory advice and strengthening credit management to establish a collaborative governance system,thereby fundamentally improving the governance effect and promoting the regional atmosphere.Continuous improvement of environmental quality.
