Hilly slope resources construction suitability assessment is for the purpose of construction, considering the constituent elements of the hilly slope, to evaluate whether the quality of land is suitable for construction and to determine the degree of suitability.In recent years, the comprehensive development and utilization of hilly slope land is a hot research topic. Through evaluating the construction suitability of the hilly slope land resources, can not only guide the development and utilization of land resources but also provide a useful reference for the relevant departments. It makes the use of land more efficient and the allocation of resources more rational.The main contents of this paper are as followings:(1) This paper deeply studied the Current development of land suitability evaluation, theoretical foundation and evaluation principles so as to provide basis for the assessment.(2) Studied the process of suitability assessment and related mathematical models. Firstly, established the Spatial Database as the basis of assessment; Secondly, chosen the appropriate assessment factor from nature, society and human three aspects according to the principle of assessment factor selection; thirdly,made use of the Delphi method combined with analytic hierarchy process (AHP) to determine the index weight; and then classified evaluation unit and quantified the indexes; Finally, comprehensive evaluated all factors and divided the suitability level.(3) Making use of secondary development of ArcGIS and the ArcObjects technology, designed and developed an application tool to achieve hilly slope land suitability evaluation. This tool can perform the following functions:terrain analysis, resource extraction of the hilly slope, influencing factors analysis, AHP to determine the weight factor, multi-factor comprehensive evaluation and division suitability rating.(4) With Mangshi as research area, applied the tools to evaluate construction suitability evaluation.Application instance analysis shows that the evaluation software can not only complete the slope, aspect and the degree of fluctuation analysis, but also extract the low hills gentle slope resources that is available for the development and utilization, and realized the impact factor analysis.Furthermore,this software can determine the index weight and complete a comprehensive evaluation. And above all, the evaluation result is scientific, reasonable and available.
