Land is the material base of mankind existence, and it is not only the natural synthesis, also the social economy synthesis; Land is a resource and an asset, but also is a compound ecological system. With the rapid social and economic development of our country, the demand of land is also increasing, the scarcity of land resources is increasingly outstanding. In order to alleviate the contradiction between supply and demand of land, the development and utilization of low hill gentle slope has become an important choice of urban spatial expansion in China.This paper first describes the theoretical foundation related to the development of low hill gentle slope land resource the and application of GIS technology in the development and utilization of low hill gentle slope; And after that, taking Jinning County of Yunnan Province as an example, using GIS technology, basing on1:10000digital line graphic (DLG) and digital elevation model (DEM) of Jinning County, compiling thematic map of each single factor, make an overlay analysis. Then after analysis of the natural and geographical factors, the social and economic factor, and the status of the use of land resource of the study area, determine the evaluation factor and factor weight, and structure calculation of evaluation model. Finally, based on the suitability assessment results, make a comprehensive analysis of low hill gentle slope in Jinning County. The thesis combines the theory with practice, to lay a good foundation for the low slope hilly land use integrated development planning and the overall land use planning.
