With the rapid development of economy in China,the problem of heavy consumption of resources and emissions of environmental pollution have become more and more serious,which in turn mainly restricts the economic development in the further.For a long time,our government has focused more on regional economic growth,ignoring the massive consumption of resources and the environmental pollution.Now,resource exhaustion,environment deterioration,unsustainability and other issues became worsen and worsen while the rapid economic growth.Clearly clarifying the current status quo,spatial differences and the main restrictive factors of ecological efficiency have become the primary issues facing sustainable development.Based on the theory of ecological efficiency,the evaluation Index system of resource-environment-economy is established.The ecological efficiency of China's province over the period 2005 to 2016 is used to explore the efficiency of different regions and analyze its problems as well as main influencing factors.In this paper,economic output GDP is used as an output indicator,11 indicators such as resource consumption and environmental pollution are used as input indicators,and based on 30 provinces' panel data,it does an empirical study on the spatial-temporal evolution of eco-efficiency in China of resource and environmental operations at different levels of the provincial level by the methods of DEA and super-efficiency DEA.The result is that the performance of the decision unit is effective or ineffective.When multiple provinces are at the frontier of production at the same time,the traditional DEA cannot rank and analyze effective units,which affects the accuracy of empirical analysis.Based on this,we introduce an input-oriented super efficiency DEA model to further analyze the resource environment and economic performance of China's relatively efficient provinces.Since the traditional DEA model does not eliminate the influence of external environmental factors and random interference error,it is impossible to objectively reflect the actual level of eco-efficiency in each province region.The three-stage DEA model is used to empirical study on the temporal evolution trends,spatial differences,and efficiency differences of ecological efficiency.Meanwhile,to break through the limitation of the DEA can only calculate the regional efficiency value,this paper combines the Malmquist index to analyze the ecological efficiency of the provincial regions in different periods,and in order tounderstand the factors influencing the change of total factor productivity,the ecological efficiency was decomposed.Finally,based on the evaluation and main restrictive factors of eco-efficiency,the corresponding policy recommendations are proposed.The results show that:(1)The average regional eco-efficiency of China is low and unbalanced,which shows a decreasing tendency from eastern regions to central and western regions.The obvious regional differences also have an expanding trend.(2)For spatial distribution,the eco-efficiency has apparent geographical concentration characteristics.Through the decomposition of comprehensive indicators of ecological efficiency,we find that the efficiency of the eastern region is far more than those of the central and western regions.(3)The proportion of tertiary industry in GDP and regional educational levels are beneficial to the improvement of ecological efficiency,while government's investment in environmental protection has no significant impact on the ecological efficiency.(4)The eco-efficiency after adjusted has declined,the eastern,central and western regions will show an “M” shape,indicating that the eco-efficiency level of the provinces in China has been overestimated to some extent.(5)According to the Malmquist index,we conclude that the total factor productivity of eco-efficiency has improved under the constraints of resource and environment.This is mainly due to the combined effects of technological progress and technical efficiency.However,the pure technical efficiency has been reduced.This shows that China's development is still in a state of relatively backward technology and management level for resource consumption and environmental pollution.Pure technical efficiency is the main hinder of the coordinated development for China's economy,resources and environment.Improve the level of science and technology and management are the pivotal task for eco-efficiency improvement in the future.
