Study On The Efficiency Of Urban Land Use In China Under Environmental Constraints

After entering the 21 st century,due to the rapid development of urbanization and economy,and the increase of urban population and economic growth speed,the demand for urban land is increasing,so the supply and demand of urban land in each region is out of balance,and the efficiency of land use is reduced.Urban land use efficiency is an important indicator to measure the orderly development of regional economy.In the process of urban land use,both the expected output and the unexpected output will be produced.In the past research,we only considered the expected output and ignored the impact of the unexpected output.When we considered the unexpected output,we mainly considered the environmental constraints,and selected the comprehensive variable indicators,haze pollution and carbon dioxide emissions,which are closely related to people's daily life and production and can have an impact on the environment.Taking the measurement of urban land use efficiency as the starting point,this paper uses the research methods of super efficiency DEA,Malmquist index and convergence model to empirically test the urban land use efficiency,convergence intensity and influencing factors of 30 provinces and cities in China under the smog pollution and carbon dioxide emissions in 2006-2017,taking the smog pollution and carbon dioxide emissions into account The paper measures the efficiency of urban land use and analyzes the influencing factors of it,and gives the relevant suggestions.The main contents and conclusion of this paper are as follows:(1)This paper analyzes the present situation of urban land use in China by the method of qualitative and quantitative analysis.This paper analyzes the trend of China's land use in 2006-2017 from the perspectives of time sequence and regional division;analyzes the relationship between urban land use and urban economic growth;analyzes the correlation between urban construction land area and urbanization;uses environmental Kuznets curve to test the relationship between China's urbanization development and environmental pollution,and determines that this paper should take environmental factors into account Worry about it.(2)Haze pollution and carbon dioxide emission are regarded as the indicators of unexpected output to measure urban land use efficiency.Data envelopment analysis is used to analyze urban land use efficiency through Malmquist index,and the factors affecting urban land use efficiency are analyzed.In terms of time,the overall urban land use efficiency of China shows a concussion recession,and the urban land use efficiency is the highest in 2006-2007;in terms of space,the urban land use degree of Liaoning,Beijing,Inner Mongolia and Hebei is higher,and the land use efficiency is mainly driven by technical efficiency index.(3)Based on the analysis of the convergence,dispersion and influence factors of urban land use efficiency in China under environmental constraints,it is found that in2006 and 2017,all indicators such as urban land use efficiency and pure technical efficiency showed a downward trend as a whole,and the return on scale decreased.There are ?-convergence and absolute ?-convergence in urban land use efficiency,that is to say,the gap of urban land use efficiency in the whole country is narrowing.Then,the econometric model based on panel data is constructed to analyze the impact of regional economic development level,human capital,industrial structure,urbanization level and R & D investment on the level of urban land use efficiency.Reasonable development and use of urban land and improvement of utilization fficiency can not only effectively guarantee the large occupation of cultivated land,but also have a very important significance for the sustainable development of national economy.In addition,the analysis and research of urban land utilization efficiency can also provide reference for urban managers in the formulation of land management measures and development planning,and for the formulation of urban planning In order to reduce or even avoid the unreasonable use of land and the damage to the environment,and improve the efficiency and sustainable development of land use,some suggestions are put forward.
