In recent years, natural disasters took place frequently, from2008"512"Wenchuan earthquake and the South snowstorm Qinghai Yushu earthquake in2010and then to2013"420" Lushan earthquake, these major natural disasters cause ahuge trauma to China’s economic development and people’s lives, especially deeperfor farmers who depend on higher levels of natural resource.Correspondingly,ecological disaster reconstruction of the affected farmers will have more meaning: onthe one hand it may give farmers extra revenue, on the other hand, it may harm theinterests of some farmers to some extent, which also requires to handle therelationship between the two in the process of ecological reconstruction,encourage thefarmers to participate in-depth ecological reconstruction, not only conducive to thesustainable development of ecological reconstruction projects,but also improve theability of the affected farmers in developing.This article is under such a context,take"420" Lushan earthquake ecological reconstruction as an example, from theperspective of farmers participation by farmers,in the form of a questionnaire surveyfor faimers in disaster areas, understand the general situation of the farmers involvedin ecological restoration and analyze the problems and reasons involved in the process,and finally put forward the corresponding countermeasures.The study is divided into six parts. The first part is the introduction of thecontent, including the purpose and significance of research at home and abroad aswell as related literature review articles, ideas and methods. The second partintroduces the basic theory of this paper,which is mainly related concepts andtheories,combed the research ideas of the articletheoretically. The third part is theneedanalysis for farmers to participate in the ecological reconstruction, mainly fromtwo aspects: on the one hand, analyses importance of farmers’ participation in afer-calamity ecological reconstruction based on the ecological disaster reconstructionprojects condition and characteristics, on the other hand, stresses the ecologicalreconstruction project a huge impact and valueon the affected farmers.The fourth partis the status of the affected farmers’ participation in ecological reconstruction, throughthe analysis of farmer awareness of ecological reconstruction, the willingness offarmers to participate in ecological restoration and farmers extent of participation inthe survey,these three aspects of survey, concludes that the overall lack of farmer’ participation. The fifth part is a summary of the reasons for lack of farmer’participation accordance with Part IV of the questionnaire survey content and caseinterview farmers in disaster areas, summed up in two points: contradictionbetweenfarmer behavior and ecological reconstruction,lack of government work in the processof ecological reconstruction.The last part is the fifth part for two reasons put forwardcorresponding countermeasures and suggestions put forward: the establishment of avariety of compensation and incentives to guide the affected farmers to participate;step up publicity efforts to improve the degree of recognition of farmers’ ecologicalreconstruction; do a good job of ecological reconstruction plan scientifically; establishand improve the ecological reconstruction project feedback mechanisms; take everyeffort to other disaster-related reconstruction work.
