| With the high development on society and economy in our country, the pressureof population growth and land resources depletion follow up. Marine tidal flatsresources have attracted more and more attention because of its abundance and easydevelopment. Zhoushan City, in Zhejiang Province of China, has abundant marinetidal resources and has accumulated rich experience in the process of long-termdevelopment and utilization. The writer considers that it’ll bring good reference valuefor the tideland resources development in China through explaining its developmenthistory.So far, our country has issued a lot of laws and regulations and regulatorydocuments about marine tidal resources, but it is not difficult to find that these haveobvious inclination of departmental benefit and have a strong “economic interestsfirst” taste. Currently Zhejiang wetland protection ordinance has been enacted, butthere is a crack phenomenon on integration into some normative documents. There arestill some important systems, such as ecological compensation mechanism, arerelatively backward. These directly or indirectly caused contradiction of interestsinvolving marine tidal flats resources and its stakeholders. Therefore, on the premiseof combining the national conditions, province-circumstance, and cities condition,trying to explore a way both benefit for Zhoushan marine tidal flats resourcesdevelopment and protection is very necessary. The author has designed some relatedsystems combining the subject information and data on the basis of field surveys,proposing targeted countermeasures one Zhoushan marine resources in order torealize sustainable development between human beings and tidal flats.This article is divided into three parts, summing to more than twenty thousandwords. The first part discusses the development and utilization of marine tidal flatsresources. As an important reserve land resources, marine tidal flats resources shouldreceive more attention and protection. The author carried out with two major aspectsas followings: Firstly, briefly clarify what marine tidal flat is by stating the concept ofmarine tidal flats at home and abroad. Secondly, through making a detailed report about the present situation of Zhoushan marine tidal flats development presentsituation, try to explain the present problems of Zhoushan marine tidal flats.The second part mainly discusses the legal status of Zhoushan marine tidal flatsresources protection and its problems, try to elaborate it with two aspects asfollowings: Firstly, make a list of the provisions on marine tidal flats with reference toChina’s existing laws and regulations. Secondly, highlight the problems of Zhoushanmarine tidal flats protection, focusing on five issues described by this problem,leading to the following five measures and recommendations.The third part of this article is to sort out a few suggestions about the problemsraised in the previous section. The writer carried it out from the following six aspects:explication the nature of marine tidal flats, the establishment of ecologicalcompensation mechanism, perfection of the management system, further strictness onenvironmental impact assessment, strengthening on law enforcement andimprovement on emergency response capabilities. Furthermore, the writer tries tomake recommendations to improve it in combination with the specific circumstancesof Zhoushan city. |
