Some power plant construction enterprises go global, with the national policy support, participate international challenge and cooperation. This improves the international competitiveness, and helps the company to obtain high performance of going global. At the same time, enterprises going global faces the international competitive platform, valued by international standards. The project managers need decent motivation, to improve their working satisfaction. Thus, it is very important to establish an efficient motivation mechanism to the project managers working abroad.We study S Power Plant Construction Company, which is a state-owned enterprise, in this paper. After it goes global, with the rapid development momentum, due to the lack of scientific and reasonable motivation mechanism, the project managers’turnover rate is high. It is a tough challenge for further development in overseas marketing. Therefore, the motivation mechanism needs to be designed, to ensure the project managers working abroad under a good condition, and to enhance the project operation level and to lay a concrete foundation. Based on that, the company can have a sustainable development, through the reasonable, realistic and scientific motivation system. With the motivation theory, this paper utilize the case analysis, inductive and deductive methods, analyze the current situation and problems related to motivation, and design the scientific and reasonable motivation mechanism. That mainly includes the optimization of the annual salary payment, target profit sharing scheme, career development, risk mortgage system, performance management system and so on, in order to achieve a systematic, comprehensive and all-round motivation. This paper focuses on the existing motivation theory, combining with the case study of S Company, discussing the actual methods and measures for effective motivation and restraint methods for project managers working abroad. It has some referenced significance for the related company’s going global operation.
