Science and technology is based on people, and it is the same with business administration. Whether you could arouse the enthusiasm and creativity of your staff to the greatest extent will directly influence operation of your business. That is why Human Resource Management, especial application of Inspiration System, has already become key modules of the whole management system gradually. As the nature of special National Owned enterprise, rigid mechanism and out-dated concepts, the problem of talents loss is very serious in Military enterprise. So establishment of effective inspiration system and scientific Human Resource Management is very importation and realistic.The paper is accomplished by the guide of hierarchy of needs theory, equity theory and by the reference of typical inspiration experiences of different national and international enterprises. Investigate employee requirements level and inspiration status of factory HT through enquiry and interview, conclude existing problems and causes of inspiration system, and redesign a set of inspiration system combining salary and spirit inspiration.The key points of this paper are designs of different salary inspiration system according to different requirements level.
