In China,non-tax revenue is an important part of government revenue and important resources, which is the protection of the normal operation of the local government, and the promotion social economic development. For the past few years, non-tax revenue increased year by year in China, which Occupied the important position in the financial revenue. There is a lot of problems of our non-tax revenue, for example, the total growing too fast, the whole t allocation is not reasonable, using management is not standard, lack of perfect regulation constraint mechanism,and so on. Further study of the current status quo and existing problems of non-tax revenue management, analyze the significance of non-tax revenue in the current significance that exist in the government’s governance and fiscal revenue,then puts forward countermeasures to strengthen the supervision and management, to explore the ways to construct the system of non-tax revenue and improve the function of public finance.The thesis is divided into four parts.
