Research On Local Government Supervision And Administration Of Operating Stale-owned Assets In China

State-owned assets, in particular operating state-owned assets have veryimportant position in the national economy. The success of government supervisionand administration of operating state-owned assets is the basis of state-ownedeconomy overall layout, and it can improve the efficiency of state-owned enterprisesand promote resource integration. How to improve government supervision andadministration to make operating state-owned assets have the greatest effect andplay a leading role of the national economy is a hot topic which many researchershave focused on many years. After reform and opening up, the communist Party andthe Chinese government pay more attention to promoting economic reform,especially improving government supervision and administration of operatingstate-owned assets, and made a lot of achievements. However, there are still someproblems. These are worthy of further study.In this paper, literature research and other research methods are used, and thispaper is based on government supervision and administration of operatingstate-owned assets in locality, China. Its existing characteristics are introduced, usingagent theory and learning overseas related experience, finally appropriatesuggestions to strengthen this government supervision and administration areproposed. These suggestions have some reference value.The paper covers five parts as below:In the first part, clarifies research background, the main purpose of this thesisand methods of thesis, and gives out logic method of the thesis.In the second part, defines the meaning of operating state-owned assets, themeaning and main content of local government supervision and administration ofoperating state-owned assets, and defines the necessity and basic concepts of localgovernment supervision and administration of operating state-owned assets.In the third part, clarifies the current situation and characteristics of localgovernment supervision and administration of operating state-owned assets in China.And clarifies the chief problems in local government supervision and administration of operating state-owned assets in China.In the fourth part, introduces the experience about government supervision andadministration of operating state-owned assets in France and Singapore. And sum upthe relevant overseas experience for reference.In the fifth part, in response to the chief problems which were mentioned in thethird part, and refer to the overseas experience which were mentioned in the fourthpart, proposes some suggestions about improving local government supervision andadministration of operating state-owned assets in China.
