Research On Government Supervision And Administration Of Operating State-owned Assets In Shanghai Putuo District

State-owned assets, in particular operating state-owned assets have very important position in the national economy. The success of government supervision and administration of operating state-owned assets is the basis of state-owned economy overall layout, and it can improve the efficiency of state-owned enterprises and promote resource integration. How to improve government supervision and administration to make operating state-owned assets have the greatest effect and play a leading role of the national economy is a hot topic which many researchers have focused on many years. After reform and opening up, the communist Party and the Chinese government pay more attention to promoting economic reform, especially improving government supervision and administration of operating state-owned assets, and made a lot of achievements. However, there are still some problems. These are worthy of further study.In this paper, literature research, case research and other research methods are used, and this paper is based on government supervision and administration of operating state-owned assets in Putuo District, Shanghai. Its development history and existing characteristics are introduced, using agent theory and learning domestic and overseas related experience, finally appropriate suggestions to strengthen this government supervision and administration are proposed. Meanwhile, these suggestions have some reference value for other districts.The paper covers five parts as below:In the first part, clarifies research background, the main purpose of this thesis and methods of thesis, collects and analyzes previous related literature, defines certain concepts, and gives out logic method of the thesis.In the second part, clarifies the development of government supervision and administration of operating state-owned assets in Putuo District, and analyzes its current situation and characteristics.In the third part, bases on the theories, such as agent theory and economic man supposition, clarifies the chief problems in government supervision and administration of operating state-owned assets in Putuo District. These problems exist in four parts, such as establishment of main regulatory agency, design of regulatory system, management of regulatory chain and inside supervision of state-owned enterprises.In the fourth part, introduces the experience about government supervision and administration of operating state-owned assets in Singapore, Italy, the United States and Chongqing, Shenzhen and Beijing City. And sum up the relevant domestic and overseas experience for reference.In the fifth part, in response to the four problems which were mentioned in the third part, and refer to the other districts’experience which were mentioned in the fourth part, proposes some suggestions about improving government supervision and administration of operating state-owned assets in Putuo District.
